This is a Pepper Grinder or Pepper Mill.
The mechanism is ceramic and can be used for salt as well as pepper.
This one is made from Black Walnut and is eight inches (200 mm) tall.
I make them from Ash, Maple, Elm, and Sycamore.

I do not recommend keeping pepper in a bowl.
Ground pepper goes rancid quickly.
Always use a grinder for your pepper.
